Executive summary: BEE, PAT and energy intelligence
During our research on the Bureau of Energy Efficiency (BEE) and the Perform, Achieve and Trade (PAT) Scheme, we found that the larger opportunity is not a PAT reporting tool or a BEE module. It is an AI-powered energy intelligence capability that combines sustainability reporting, compliance management, energy analytics and business intelligence.
Most organizations do not struggle with generating reports. They struggle with managing energy-related data, tracking energy performance, understanding compliance requirements, identifying cost-saving opportunities, reducing carbon emissions, benchmarking their performance and generating multiple reports from the same dataset.
This aligns with SustainStep's philosophy: Collect Once → Analyze Once → Generate Multiple Reports.
What is BEE?
The Bureau of Energy Efficiency (BEE) is an initiative of the Government of India that promotes energy conservation, energy efficiency, energy reduction, renewable energy adoption and sustainable industrial practices. BEE introduces various programmes and schemes to help industries become more energy efficient.
What is PAT?
PAT stands for Perform, Achieve and Trade. It is an energy efficiency mechanism applicable only to selected large energy-intensive industries in India.
Simply put, the Government assigns energy-saving targets to eligible industries. Companies that exceed their targets may become eligible for Energy Saving Certificates (ESCerts), while companies that do not meet their targets are subject to the PAT compliance framework. PAT applies only to notified Designated Consumers—not to all companies in India.
What are ESCerts?
ESCert stands for Energy Saving Certificate. These certificates are issued through the PAT mechanism to eligible entities that achieve energy savings beyond their assigned targets, after the prescribed verification processes. ESCerts are government regulated, tradable within the prescribed framework and applicable only to PAT-covered industries.
SustainStep does not issue or guarantee ESCerts. A platform's role is to indicate PAT applicability, compliance status and potential ESCert eligibility indicators.
Are BEE and PAT Applicable Globally?
No—they are Indian Government initiatives.
| Requirement | India | Global |
|---|---|---|
| BEE | Yes | No |
| PAT | Yes | No |
| ESCerts | Yes | No |
| GRI | Yes | Yes |
| IFRS S1 & S2 | Yes | Yes |
| CDP | Yes | Yes |
| GHG Protocol | Yes | Yes |
| Sustainability reporting | Yes | Yes |
This creates two opportunities: global energy intelligence, and country-specific compliance capabilities.
The Biggest Finding
Our initial direction was to build a BEE module. After the research, our recommendation changed to: build an Energy Management capability with BEE and PAT as reporting outputs. Instead of separate BEE, PAT and ESCerts modules, an Energy Intelligence Suite would provide energy management, energy analytics, energy reduction tracking, compliance management, sustainability reporting, AI recommendations, industry benchmarking and multi-framework reporting.
The Problem Companies Face Today
Large organizations struggle with thousands of electricity bills, fuel consumption records, renewable energy tracking, production data, multiple plants, energy audits, compliance tracking and sustainability reporting. Their questions are:
- Which plant is inefficient?
- How much money can we save?
- How much carbon can we reduce?
- Are we PAT compliant?
- Are we aligned with applicable requirements?
- Are we improving year over year?
Their problem is not "How do we prepare a PAT report?" It is "How do we manage, analyze and improve our energy performance?"
A Recommended Energy Intelligence Architecture
Data collection
Electricity consumption, fuel consumption, renewable and solar energy, production data, energy reduction initiatives, energy audit data and monthly consumption data.
Analytics layer
Energy consumption, renewable energy, carbon reduction and energy intensity analytics, with year-wise, plant-wise and department-wise comparisons.
Compliance layer
PAT applicability assessment, compliance tracking, mandatory requirement tracking, energy audit tracking, annual reporting requirements and a compliance score.
AI layer
AI recommendations, energy reduction suggestions, cost-saving and carbon reduction opportunities, renewable energy recommendations and future reduction targets.
Reporting layer
BEE, PAT, BRSR, GRI, IFRS, sustainability, energy intelligence and carbon reports.
Proposed Workflow
- The company uploads its data.
- SustainStep performs analytics.
- AI generates recommendations.
- Compliance requirements are assessed.
- Applicable reports are generated automatically.
- Benchmarking insights are produced.
- Reduction targets are suggested.
An AI Compliance Engine
The system would determine the country of operation, industry type, applicable regulations, mandatory disclosures, pending compliance activities and reporting requirements—answering questions such as: Is PAT applicable? Is an energy manager required? Is an annual energy return required? Is an energy audit required? Are mandatory reports pending?
Instead of asking "Which framework would you like to generate?", the system asks "What type of organization are you?" and determines the applicable regulations, reports and disclosures.
Energy Intelligence Dashboard
Suggested KPIs: total energy consumption, renewable energy percentage, energy intensity, carbon reduction percentage, energy reduction percentage, cost savings, energy performance score, compliance score, industry benchmark score and sustainability score.
An AI Sustainability Consultant
Recommendations could look like these examples: electricity consumption increased by 15%; renewable energy utilization is below industry averages; Plant-2 consumes significantly more electricity; potential annual savings identified; reduction opportunities identified; suggested operational improvements. The outputs are cost-saving, carbon reduction, energy reduction and renewable energy opportunities, and future reduction targets.
Industry Benchmarking
Future capabilities may include an energy performance score, sustainability score, renewable energy score, carbon reduction score, industry ranking and year-wise comparisons—helping organizations understand their industry position, areas of improvement, reduction opportunities and compliance readiness.
Should PAT and BEE Be Separate Modules?
Our recommendation is no. An energy management capability should produce BEE reports, PAT reports, energy intelligence reports and sustainability reports. PAT and BEE are compliance outputs, not standalone products.
Conclusion
SustainStep's direction is not PAT reporting software, BEE compliance software or another ESG reporting tool, but an AI-powered sustainability and energy intelligence platform that helps organizations measure their energy performance, reduce costs and carbon emissions, improve sustainability performance, track compliance requirements, benchmark against industry peers, generate multiple reports automatically and receive AI-powered recommendations.
Collect Once → Analyze Intelligently → Reduce Continuously → Benchmark Performance → Comply Automatically → Generate Multiple Reports
BEE and PAT are valuable capabilities for Indian organizations, but they work best as outputs of a broader energy intelligence strategy—one that turns raw sustainability and energy data into actionable business intelligence that drives operational excellence, compliance readiness and measurable environmental impact.
